Discussed lot consolidation, Carp road widening and expropriation.
Approval for a holding tank still undetermined - this also links to project timeline for planning with the city (ie, will we spend another year trying to coordinate with the widening plan, maybe more?) I don’t think this site will work with a septic, and while we could obtain studies, it may not be worth while. I think the city wants (needs) us to consolidate. A pump and dump agreement - maybe?
Without consolidating lots, we can either have parking or a pick/up drop drive through. New by-law vs old by-law. The change from minimum to maximum parking spaces calls to question the number of parking spaces. 8 could technically pass. What if we did not have access to other lot? I struggle with the notion of giving up a personal asset for that.
Consolidating sites for parking represents a missed opportunity to align with the city’s Growth Management Targets. This project needs to take aim at maximizing number of daycare seats to service expanding communities. This means expanding the scope of the development, we need to accomplish a fair return on this investment. 2 daycares, one site - that’s the only was I can perceive this
If we get permission from planning for a holding tank, we need to be resistant in consolidating lots. But we also want to be agreeable to motivate a “partner with planning” approach to “funding-based expropriation." :) It is worth waiting this project out if we can motivate the other city department (CWELCC) to understand the need for this community development. To do that, we need to look at everything again, step back, re-assess, re-evaluate and re-strategize. We need to add more building to make it worth our time.
Legal representation is needed (if we consolidate) and recommended in review of the expropriation process. It is in your best interest at this point to protect your asset.
